A posting on the SDG&E website said: “We will not be liable for damages for any failures to deliver gas or electric service to our customers due to circumstances beyond our reasonable control.” Yet, an Arizona Public Service press release said the blackout began while an employee was doing some work on a key transmission line feeding power to San Diego.
